Standard paint remover products from HOME DEPOT or such store. Remember to brush on the remover once and in only one direction. Do not back brush, because it really does make a difference. I would only use paint remover on someone's reworked paint job! If the paint that needs smoothing is factory I would NOT use chemical paint remover, then only use abrasive remover. A power rotary brush works great and so does a sanding block with wet #320 paper and lots of water.

A wire brush, water and #320 grit, wet abrasive paper is use after chemical paint remover too. I know some cycle restorers have powder coating done to the frame and solid wheels, but my opinion is to use paint on fenders, side covers and fuel tanks.
